How can the queen of England be head of the church of England but disobey the Bible so flagrantly?

It's a real title but mostly ceremonial, so she leaves theology and practice to the Archbishop of Canterbury. She didn't ask for the position. An accident of birth and abdication made her Queen and head of the C of E.
