Is there a cartoon character named Ralph?

I'm assuming Ralph Wiggum from the Simpsons - it's kind of an insult if they're calling you that, knowing you don't know who it is, and laughing about it. He's kind of the ignored idiot on the show who no one associates with, I'd be insulted if I were you.
