Culture vs. Command in the Bible?

When interpreting the Bible, how does one know if a command is meant only for the culture of the day vs. being meant for everyone no matter where or when they live? I'm thinking for example about homosexuality and makeup/jewelry. Most Christians feel that the command for a man not to lie with another man should be applied to today's society, whereas the command that women shouldn't adorn themselves or speak in church was only cultural. How do you tell? It seems that Christians today are picking and choosing just the commands they can live with.
